José Salinas is a lawyer and has also studied economics and international relations.

From 1984 to 1990, he was the Deputy Economic and Trade Advisor at the Spanish Embassies in Singapore and Malaysia. He has been the Valencia Conference Centre's CEO since the venue was opened in 1998 and is also CEO of the Valencia Tourism Foundation Convention Bureau, a post he has held since this organisation was set up in 1991.

From March 2003 to November 2004, he was in charge of Valencia's bid to host the 32nd America's Cup and was the General Manager of the Valencia 2007 Consortium, an organisation created by the Spanish Central Government, the Valencian Regional Government and the Valencia City Council to manage and stage the event.

In 1998, he was named Senior Deputy Chairman of the European Federation of Conference Towns. He has been the Chairman of the Spanish Association of Conference Centres (APCE) since 1999. He is also a member of the Valencian Tourism Council.

Since José Salinas took over at Valencia Tourism and the Valencia Conference Centre, these organisations have received numerous accolades. In 2008, the Valencia Tourism Foundation was given the UNWTO (World Tourism Organisation) Ulysses award for tourism governance. The Valencia Conference Centre was given the Best European Building award by the Royal Institute of British Architects in 1999; was named Best Conference Centre in Spain in 2001 by the Spanish Federation of Professional Congress Organisers; and in 2010 was awarded the title of World's Best Convention Centre by the International Association of Congress Centres.

José Salinas, who speaks fluent English, French and Italian, is the author of different publications on international affairs and tourism. In 2000, Salinas' career was recognised by the Levante newspaper which gave him its Important award, whilst in 2004, he was awarded the 21st Century Valencians accolade by the Las Provincias newspaper.
